World Bank, ADB, MECDM, THL & PO-MMERE Site Visit to Tina River Hydropower Development Project: Friday 22 August 2025

Representatives of the World Bank (Ioulia Zakrevskaia, Task Team Leader), the Asian Development Bank (Roka Sanda, Principal Energy Specialist, Energy Sector Office; James Taluasi, Environment Safeguards Officer; and Kelekolio Felise Tominiko, Safeguards Officer), and the Ministry of Environment, Climate Change, Disaster Management and Meteorology (Mr Desmond Maedia- Sr. Environmental Officer) joined the Ministry of Mines, Energy and Rural Electrification (MMERE) Project Office for a scheduled site visit to the Tina River Hydropower Development Project. The visit formed part of routine lender and regulator monitoring to review construction progress and verify compliance with safety and environmental requirements.

The Project Office team comprised Sahibzada Tanzeel (Environmental and Social Safeguards Manager), John Walenenea Jr (Biodiversity Officer), Baltazare Rongo (Community Liaison Officer) and Daniel Tuhanuku (Monitoring Officer). Representatives from Tina Hydropower Limited (THL)—including Euiman Moon (Chief Technical Officer) and Saurabh Sharma (Senior Manager, Civil) also joined the delegation.

Together with THL and Hyundai Engineering Co. (engineering, procurement and construction contractor), the team inspected key work fronts, including river diversion works and tunnel boring machine (TBM) areas. Consistent with the ADB Safeguard Policy Statement and IFC Performance Standards, they verified implementation of measures under the Environmental and Social Management Plans (ESMPs) and contractor Construction ESMPs.

Observations covered occupational health and safety, erosion and sediment control, spoil and hazardous materials management, community access and worker facilities. The Project Office will track close-out with the developer and EPC contractor and disclose progress through periodic reports to concessional financing partners.
