Project Office Participation in World Bank Coffee Series on Effective E&S Monitoring & Supervision.

The Project Office (PO) Tina River Hydropower Development Project (TRHDP) was honoured to attend and participate in the 8th session of the Coffee Series conducted in the World Bank office in Honiara. The session, themed "Effective ES Supervision & Monitoring," ran from 1:00 PM to 4:30 PM and brought together a diverse group of stakeholders, including the World Bank, Asian Development Bank, LMCP, SIRAP2, Solomon Power, Solomon Water, and other project management units.

Leading the presentation was Khyn Wynn from the World Bank (WB), sharing a brief presentation on effective monitoring and supervision and its importance.

The Project Office (PO), led by Mr Sahibzada Ahmed, Environmental and Social Safeguards Manager (ESSM), together with Mandus Boselalu, Environment and Social Safeguards Officer, and Daniel T. Saomatangi, Monitoring Officer- Environmental and Social, showcased the Project Office monitoring and supervision mechanisms for environmental and social safeguards.

The presentation showcased the institutional monitoring framework, detailing the reporting flow from various parties and subsequently to the Government and Concessional Finance Partners. The focus then narrowed to the supervision and monitoring of the Environmental and Social Management Plans (ESMPs) that guided how the PO’s oversight responsibility as part of the Government under the MMERE works. The monitoring and supervision mechanism was explained, encompassing report reviews, fortnightly physical monitoring, and data analysis using tools like dashboards and the Kobo Toolbox. This was followed by an overview of the field monitoring process, covering both pre-site visit preparations and on-site activities. The discussion also addressed challenges specific to governments and improvements, highlighting the limitations of previous inspection methods which was focused on the conventional methods and the shift to more effective data collection tools such as Kobo toolbox. Finally, the presentation covered reporting and documentation, including the compilation of fortnightly inspection reports and the process for follow-up, concluding with lessons learned and strategies for enhancing future ES supervision.

The session concluded with an engaging discussion, where participants posed questions and offered constructive feedback. Other project teams also contributed valuable suggestions to further strengthen monitoring and supervision practices.
