Tina River Hydropower Development Project Represented at the Asian Development Bank Regional Workshop on Sexual Exploitation, Abuse, and Harassment (SEAH) in Thailand.

The Tina River Hydropower Development Project was represented by Gender Focal Point Ms. Ella Wairiu at the Asian Development Bank Regional Workshop on Addressing Sexual Exploitation, Abuse, and Harassment, held during 15–17 October 2025 in Bangkok, Thailand.

The workshop brought together over 40 participants, including project managers, gender and safeguards specialists, and national consultants from five countries: Mongolia, Nepal, the Philippines, the Solomon Islands, and Tajikistan.

From the Solomon Islands, the delegation also included representatives from:

  • Ministry of Women, Youth, Children and Family Affairs
  • Senior Secondary Education Improvement Project under the Ministry of Education and Human Resources Development

At the workshop, Ms. Wairiu shared experiences and lessons learned from the TRHDP’s Grievance Redress Mechanism and highlighted challenges in reporting and handling of cases. The project also learned from other countries’ best practices to strengthen its grievance mechanism, making it more efficient, visible, confidential, and accessible for all stakeholders.

The training emphasized the importance of ensuring that all contractors and the project’s diverse workforce understand sexual exploitation, abuse, and harassment, and that these principles are integrated into procurement procedures and contractual agreements. This approach helps create a safer workplace, promotes respect for stakeholders, and ensures accountability throughout all project activities.

This workshop is particularly important for large-scale infrastructure projects like the Tina River Hydropower Project, which involve multiple contractors, workers from diverse backgrounds, and coming across close engagement with the communities. Implementing strong policies ensures that the project operates in a safe, inclusive, and responsible manner, protecting vulnerable groups and building trust with stakeholders.

The lessons learned will help the Tina River Hydropower Project and other projects in the Solomon Islands update grievance mechanisms, improve procedures sensitive to sexual exploitation, abuse, and harassment, and strengthen coordination with relevant ministries, contributing to stronger institutional capacity, gender equality, and stakeholder confidence in development projects.

This engagement demonstrates TRHDP’s ongoing commitment to safeguards and responsible project implementation, reinforcing the project’s dedication to the safety, well-being, and respect of all stakeholders and communities.
